Ontario Second Career Program at Metro College
Second Career is a Ministry of Training, Colleges and Universities program that supports laid-off individuals who require skills training to assist them to find employment in demand occupations in Ontario. Through Second Career, applicants may obtain assistance with tuition, books and supplies, transportation, living, and other
expenses associated with training.

Who is eligible for Ontario second career program?
Eligible individuals are those who have been laid-off on or after January 1, 2005 - including EI active claimants, EI “reach-backs,” and non-EI-eligible individuals - who require skills training for employment in demand occupations in Ontario.
“Laid-off worker” is an individual who has been laid off on or after January 1, 2005, including someone who:
- is still unemployed.
- has taken one or more interim jobs to make ends meets but is currently unemployed.
- has taken one or more interim jobs to make ends meets and is currently employed in such a job.
- is on salary continuance. (Salary continuance is an alternative to providing a laid-off worker with pay in lieu of notice or severance. The employees receive their salary as per the regular pay schedule for a designated period and they may receive some or all of their benefits as well.)
- is on severance. (Severance is a lump sum entitlement paid to an employee upon termination of employment. Severance compensates the employee for loss of seniority and job related benefits.)
“Interim job to make ends meet” is a job that a laid-off individual has been compelled to take while seeking better employment. The job must have a lower wage and/or a lower skill level compared to the original layoff job. These jobs may be full-time, part-time, seasonal, or contract work.
“Demand occupation” is an occupation for which there is a demonstrated need in Ontario. Applicants need to provide labor market information, but not necessarily job postings, with their application.
What programs are eligible?
Eligible training is that which will help Second Career participants move up to better jobs than they could get without the training. A "better job" must be at a higher wage or higher skill level or offer more opportunity for the future.
For EI active claimants and EI reach-backs:
- skills training of between six months and two years in duration for National Occupational Classification (NOC) Skill Level B and equivalent occupations in demand in Ontario;
- where necessary, as a prerequisite for skills training, up to one year of academic upgrading.
For Non-EI-eligible individuals:
- skills training of any duration up to two years for either NOC skill level B or NOC Skill Level C occupations and equivalent in demand in Ontario;
- where necessary, as a prerequisite for skills training, up to one year of academic upgrading.
The above listed programs at Metro College are eligible for Second Career.
